Overview
The primary
goals of Tax, Revenue and Labor Agencies are to increase tax
compliance, provide timely and accurate information to taxpayers,
and promptly process returns and refunds. The agencies function
in a challenging environment and quickly need to adapt to
changing policies, procedures, regulations and laws without
compromising on the level of services that they provide to
taxpayers. Improving operational efficiencies and maintaining
legacy system are some of the additional challenges faced
by the agencies.
Today's systems
are unable to keep pace with these changing demands. We need
systems that are easy to change, quick to implement and enabled
for the advancing technologies. Component-based development
is the most suited approach for building these solutions.
Solutions
need to be built not just for today but also for the approaching
tomorrow. Tax Mantra has been built keeping this philosophy
in mind. Tax Mantra is a component-based integrated solution
to process taxes and licenses. It provides a framework to
add and configure functional components in an easy and defined
way to suit the specific needs of an agency.
Tax Mantra's
n-tier object-oriented architecture gives it the flexibility
of scaling from solution a small solution to an enterprise
wide solution. The functional components, implemented through
the layered approach, are designed to serve the increasing
demands of tomorrow.

Functional
Features
Configuration,
not customization is the goal of Tax Mantra. The Configuration
Manager component is the engine that drives the processing
within the functional modules of Tax Mantra. It allows privileged
users in the agency to configure Tax Mantra to suit the agency's
needs. The functional components enable agencies to register
taxpayers, collect and process payments, access taxes and
fees, calculate penalty and interest, process cases, generate
letters, follow-up and track delinquencies.

Components
Taxpayer
Registration:
The Taxpayer Registration component allows registration of
new taxpayers, maintenance of account information, setting
up of tax liabilities, and issuance and renewal of licenses.
Payment
Processing:
The Payment Processing component provides the ability to process
and track payments and documents received from taxpayers.
It can be easily enhanced to work with any existing lockbox
or other remittance processing system.
Taxpayer
Accounting:
The Taxpayer Accounting component gives the ability to process
monies, returns, assess liabilities, penalties and interests,
refunds, transfers, extension and exoneration.
Revenue
Accounting:
The Revenue Accounting component helps to automatically track
and distribute monies amongst various jurisdictions and collection
heads. The information tracked by Revenue Accounting can be
transferred to the financial application that is in use at
the agency.
Case
Management:
The Case Management component provides a centralized tracking
mechanism for issues and discrepancies identified in taxpayer
accounts. A workflow-based technique drives the entire case
processing.
Audit:
The Audit component provides the ability to generate potential
audit cases with option to either approve or reject them.
It uses the tracking mechanism of Case Management to manage
all audit cases. The module has facility to download taxpayers
information and upload audit information into Tax Mantra.
Correspondence:
The Correspondence component allows definition, scheduling
and generation of standard letters and notices to be sent
to taxpayers.
Security:
The Security component enables definition of authorized users
and groups and assigning security permissions. It automatically
maintains access logs of all successful and failed logins.
