‘Big’ is too small a word to describe Big Sky Country.
The Department of Revenue is the nodal agency that administers over 30
different taxes in the State of Montana and also collects revenue on behalf
of several other departments. The various taxes levied range from income
tax, corporation tax, oil and natural gas tax, property tax to unemployment
insurance and even liquor license.
The information systems for these taxes were implemented on varied platforms
and to compound this problem, there were widely varying business processes,
rules and practices. The other problems with the legacy systems were their
inflexibility to accommodate statutory changes and their inability to
present a consolidated view.
The
Department of Revenue had conducted a Business Process Re-engineering
exercise that recommended streamlining the processes supported by an integrated
tax system. This integrated tax system was named POINTS which is an acronym
for Process Oriented INTegrated System.
The
POINTS Project
The
Department of Revenue administered three wage based taxes, Withholding
Tax (WH), Old Fund Liability Tax (OFLT), and Unemployment Insurance (UI).
Withholding Tax is the part of an employee's wage that is withheld by
an employer and paid to the State to help the employee pay their Individual
Income Tax liability. Old Fund Liability Tax was money that was withheld
from an employee's wage by an employer to cover the employee's portion
of the Old Fund Liability Tax. Unemployment Insurance is a program where
employers contribute to a pool from which a laid-off employee may draw
benefits.
Phase
I of the POINTS project aimed at building an integrated system covering
the three wage-based taxes in a consolidated manner thereby replacing
eight existing legacy systems. In addition, generic billing, remittance
processing and revenue accounting for various other taxes are supported.
The
primary functions of the new system are:
--Registration
of customers
--Processing
of tax payments and returns filed
--Accounting
(storing and reconciling) of all financial transactions, such as returns,
payments, penalty & interest and adjustments at a detailed level by taxpayers,
tax eligibility and tax period
--Management
of exceptional situations such as underpayment of tax dues, non-filing
of returns and the like
--Generation
of letters, notices, tax forms and other types of correspondence
POINTS
is an Oracle Client/Server application. The Oracle Database server is
a mid-tier Unix platform while the IBM Mainframe platform is used for
the batch processing. The on-line part of POINTS runs on the user's desktop
(client PC) as an Oracle Forms and Oracle Reports application. The correspondence/forms
server platform is a Windows NT server that contains the correspondence
and forms templates and serves requests for creating, viewing and printing
correspondence from the POINTS system.
